Is it normal for the EVGA xc3 Black 3070's fans to not spin at idle? I checked temperature was around 40 degrees Celcius.
Sorry if I posted in the wrong place. First time posting.

Yes, if you want them to constantly spin you will need to set up a custom fan profile in px1 or set a fixed speed manually.

Okay done! Thanks! Is it normal for fan 1 and 2 to be spinning slower than Fan 3? Fan 1 and 2 are only getting ~20% and Fan 3 is getting ~40%. I set the graphs to have 40% at the temp I am at.

So wait a minute the fans are not supposed to spin until a certain temp is reached is that not safe is it only for the 30 series cards cuz my 1070 ftw the fans spun all the time.

It's normal for the 3000 series cards.  Idle wattage is more optimized on ampere and lower than 1000 series

On the 1000 series (1070/1080 etc) I recall card drawing more power at idle.

You could also use the little hardware switch for OC and Normal at the side of the card to let them spin permanentely. OC does it but should only be activated when the card isn´t running.

It's my understanding the XC series of cards do not have the OC and Normal BIOS switch on the card. I had the 3070 XC Ultra card and it was not an included feature. I believe only the FTW variants include the physical BIOS switch on any of the 3000 series GPU's (plus Kingpin).

If this is wrong I'd ask someone correct me so I don't spread false information.

True is that only FTW3 Ultra Gaming cards have this switch in the 3000 series.
