30% GPU utilization just from watching a youtube video?

It seems my GPU utlization is consistently at 30% when all I do is watching a youtube video (720p) in fullscreen.. GPU is a 2080 ti FTW3. Does the usage sound normal?
 
The actual clock rates are very low though, like only around 400Mhz for both GPU and memory.
 
The card does run nicely in games and benchmarks and I have no complaint (except for the clicking noice at low fan speed..). But 30% usage just for one video seems not right.. The scaling is set to be done by display not GPU..

    gpu utilization depends on gpu clocks: 100% utilization for 400mhz and 2000mhz is not same.
    so 30% of 400mhz could be fine for fullhd video. 
     
    Same works for cpu too. 100% of 800mhz or 5000mhz is not same level.

    Agreed. GPU usage is higher because the clocks are lower. That is normal. Nothing to worry about.
