2080ti LED/RGB lighting issue, mech fail or driver issue?

2080ti just past warranty passed on RMA just because it seemed like a lot of issue for the RTX to light up. But I cant seem to get a software fix to cure it and now I am wondering if it's a wiring issue from the PSU or within the card itself. Jumped thru all the hoops updating from NVIDIA  EVGA Precision and I cant even get half the software to see the card and if it see's the card then the LED/RGB features in the software have no control. I have had the card apart to reapply thermal to the GPU and I actually didn't even see where the lighting source comes from. It worked before Precision but not after.

    Uninstall all other LED control software and restart your PC..Click the "Default" button in Precision X1..Then close Precision X1..Then uninstall Precision X1 through Control Panel -> Programs and Features..Then click "Yes" at the "Do you want to remove Precision X1 setting files" prompt..Then close ALL programs/apps running in the Taskbar/System Tray..Then install Precision X1 again, right-clicking the installer to "Run as administrator"..Then restart your PC to restore programs/apps in the Taskbar/System Tray.

    See how that rolls.
     
    You might try a complete power-down (turn off/unplug the PSU) after uninstalling PX1 and before you install it again with "Fast startup" turned off in the Windows Power Options -> Choose what the power buttons do -> Change settings that are currently unavailable.
     
    Reseat or make sure the connectors on the card's PCB are fully plugged in..You can probably get to them without taking the card apart, look under the edges of the fan shroud. 

    You don't need to install LED Sync unless you have other EVGA hardware with LEDs.
     
    Corsair Link/iCUE has been known to conflict with EVGA Precision.
