2080ti FTW3 Hybrid - Understanding Fan Connections/Controls and PX1

I'm in the midst of finishing my first build with 2X 2080ti FTW3 Hybrids, and everything is going pretty good.
I've swapped out the stock fans on the radiators, because one was cycling and seemed to have issues on arrival. That, and my CPU cooler is Corsair, so I decided to just keep the look consistent.
I've also added two more fans for a push/pull config on both rads to hopefully improve cooling.
I've installed the latest version of PX1.
I've connected the two "push" fans to the cables that were previously attached to the stock fans.
I've attached the two "pull" fans to the fan header on the end of each of the GPU. 
 
When I go into PX1, it shows GPU1 card with 3 Fan Options, and GPU2 only has 2 Fan Options. All four fans on the radiator are working, but it doesn't seem they are working at the same speed.
 
Is there a way to sync'd control of all fans, and also get them to run off the GPU?
Is this a correct setup? I assumed the signal from the fan header on the GPU would match whatever was being sent out of the stock cable connection.
Any idea why all four fans would be working, but there would be a discrepancy on what each card is showing in PX1?
 
I've seen a few others doing push/pull configs, but I'm not clear on if/how they've matched both fans.

    So after a few more tests - switching drivers and retesting PX1, here's an update:
     
    X1 is inconsistent when showing fan connectivity. Sometimes GPU1 will show 2 fans, and GPU2 will show 3, or vice versa. Sometimes both GPUs will only show 2 fans.
    Running Nvidia Studio Driver - 431.86-desktop-win10-64bit-international-nsd-dch-whql
     
    For each GPU, one fan is connected to the fan cable coming from the side of the card, while the other fan is connected to fan header on the end of the card (labeled "FAN").
     
    Does anyone know if this the correct setup for connecting two fans to the GPU?

    Wait, you can connect fans directly to the GPU on the ends? I did not know this and I've had this card since October.

    That's what I'm assuming. If only someone "official" would chime in here - then I would know for sure!

    Ah good to know. Either way something's off with PX1, with the different fans sometimes showing / not showing.
