should be recieving my 2080 ti today and would opinions on cooling. do i need to put cooler on it if im not overclocking i never overclock i just run stock i now have a 2060 ko ultra and never have issues with heat.

well i have 2 antec fans plugged into the psu is there a way to turn them up

I’ve been running my 2080ti for the last 2 years with the stock cooler. I don’t overclock the card at all. what I do is run PX1 along with my gaming and set a custom fan curve. My card will run anywhere from 70 to 77c depending on the game. Never had any issues and is a solid performing card.
Don’t be nervous about the stock cooler. I guarantee you’ll be fine with proper airflow in your case.
These cards are designed to withstand even hotter temps then what I’m getting.

my opinion is if you don't OC, you can just use it. trust your evga's hardware planner haha

I have the same card and I rarely break 65 C on it with stock cooler.  That does include a modest overclock of 100 MHz and 1000 MHz on the ram.  This is playing Destiny 2 primarily at max settings on at 1440p 144Hz locked.
 
I do have a pretty decent amount of airflow in my case though with 4 ingress fans and 3 Egress for positive air pressure build.  I can drop the temps a little bit if I run an open chassis but dust isn't friendly.  Keep in mind I also live in a very warm climate so my ambient can get on the warm side.  My custom curve isn't far off the aggressive curve in precision X1 if that helps.
