They tried a OS reset. Seems fast boot is disabled so should not be an issue.
The BIOS not seeing any of the Nvidia cards they've tried makes it seem certain something fried in the PCIe system that is only affecting Nvidia cards. I know I've never heard of such a thing but seems it is possible.
