Sounds like a memory issue. What memory are you trying to run?

Memory detection problem
Dead memory, bad cpu/socket contact
try one stick in slot 1 then slot 2 
then other stick 

This was a BIOS issue when the 13th gens came out.  lemme find it.

How do you know it's on the most recent BIOS without video?  
 
I remember I had to use the BIOS flashback port and force a good BIOS onto mine.  I was stuck in the same boot loop and it was really picky which USB stick I could use too.
