Jack I had one big cluster **** loop lol. Currently idling 25-28C so not bad at all. I'll keep you posted.

Ok so currently at 4.5ghz, CPU Voltage set on adaptive with offset at +250. Running AIDA 64. One core maxed out at 82C, the rest stay below 75C. Average load (100%) temps are 65 to 75C.  Current ambient temp is 28C or 81F. 
 
What do you guys think?

You never answered my question before.  Did you do a single loop now or two separate loops and was it originally 1 or two?  I am still confused to what it originally was and what you did to it now.  Need to clarify that so I can see where you are at now.
 
Those core temps aren't great.  It's something you'd see on air cooling.  A good efficient custom water cooling system should be anywhere around 50c-60c on the CPU at full load at the most usually but than again you are OCing.  Depends what voltage you're pushing and how much heat surface you have to compensate for it.  If its 50c-60c on stock settings than you're doing pretty good.  If you're pushing tons of voltage to get to 4.5 than I see why your temps are that high than.  I wouldn't push anything over 75c-80c on a 24/7 rig.  For longevity purposes but that's just my personal preference.

I thought I answered, my bad! Its was a big single loop. Now it's a smaller one. CPU voltage is set to 1.33 for 4.5ghz Oc. My room temp just went down like 4C (its raining), so I'm maxing out at 76C in one core while running AIDA 64.

BTW this build wont be set at 4.5GHZ 24/7. Voltage is set to adaptive and multiplier while idle downclocks to 12.

Oh ok so you never had two loops.  First time or at least in a while to see someone use two separate pumps with two reservoirs in one loop.  Yeah, that was a cluster and a half. lol  Much better and more efficient loop.  Glad to see your temps did show improvements while you did those changes.  
 
Make sure your fluid is moving a bit.  Not sure how strong that EK pump is but it should be ok.  To get the max efficiency from your water flow you will need to make sure the fluid is moving at a rate of 1.0-1.5 GPM.  If you don't have a flow meter, if the fluid looks like its moving well, than just leave it or play with the pump speed and see if the temps change a bit on 30 min increment benchmark runs otherwise just leave it where its at.  Ramp up the fans if the temps get over 70c+.  Those are some nice premium rad fans you got there.  Create positive pressure in the case.  Have all the front, bottom and top as intakes and back as exhaust.  Hopefully all those points have filters on them.

The pump is running strong. I can see the flow in the reservoir and is coming out quite strong. As you said, I have front and top fans (6 fans in total) as intake. The back 120mm fan is set to exhaust. All in all I'm quite happy with the new loop, although my temps could be better. Current cpu voltage is 1.36 with an Oc of 4.5Ghz. That voltage combined with my ambient temps are of course affecting my CPU temps. Thing is that anything lower crashes my pc. I've read some posts here with people using a lower voltage and higher OC and their system is stable. Strange.... I'll keep on tinkering.

 I read the other posts of it seems like ,that ure Cpu isnt made for 4.5! Maybe u got a bad 1.

That's just a lucky lotto.  Sometimes you get a golden chip that barely needs an up in voltage and gets a high clock and really cool temps and others that need lots of voltage to do the same at hotter temps.
