So where is this setting you found?  I want to check mine to see if it was 'reset' with the Windows 10 Anniversary update.

You can find it under windows control panel, system and security, power options.

You can find it under windows control panel, system and security, power options.




Thanks.  Mine is on balanced.  Is there a specific setting in the advanced power options that would affect the speed?  I don't really see anything that stands out for a GPU.  My processor already runs at 100% when gaming.
 
Edit:  Looks like under PCI Express - Link State Power Management should be set to OFF for max performance.

Power saver was the OP's problem. I leave mine on high performance all the time.
