PrecisionX & Power Limit Graph Fluctuation

Hello all,
 
I have purchased recently Titan X superclocked. While i was running OC Scanner and reading Precision X graphs (No overclocking attempt yet), I noticed that the graph "Power Limit" fluctuate rapidly between zero and one. Is this normal? do I have a power issue with my device or PSU? I am using a 1500 W PSU

    Jaystwocents mentions this at around the 3:58 mark in his youtube video "Ultimate How to Overclock Pascal GPU Guide" 
    Are we sure its normal? He states it should be 0.

    On default settings it's perfectly normal for the card to change between 0 & 1.

    And what about for an OC setting? I watched his entire video and his was constantly at 0 regardless of default or other settings.
     
    I guess I just don't understand exactly what it means. When the GPU hits 1, it is drawing maximum power? Because I wouldn't doubt if it spikes to maximum power it would start throttling itself down. Also I would be interested to know how to change it so that it always below that "power limit".

    When power limit = 1 it means the card has hit/went above the currently set power target.
