AnsweredPC can't boot after installing GTX 960 ssc

Sorry in advance for bad grammar/spelling.
(I know there is a similar thread posted already but I tried the solution they posted and nothing changed.)

I recently upgraded my computer with the GTX 960 ssc 2GB and when I try to boot up the computer it makes several beep noises and then nothing happens.
The computer I have is this one:

HP Pavilion Elite HPE-555sc
 
Mother Board: 
Manufacturer: Pegatron
Form factor: Micro-ATX - 24.4 cm (9.6 inches) x 24.4 cm (9.6 inches)
Chipset: Intel H67
Memory sockets: 4 x DDR3
Front side bus speeds: 2.5 GT/s
Processor socket: LGA 1155
Expansion Slots: 1 PCI Express x16, 3 PCI Express x1, 1 Half-Length MiniCard x1,
 
CPU: Intel Core i7 2600


RAM: 8 GB
 
GPU: NVIDIA GeForce GTX 460 -CHANGED TO- NVIDIA EVGA GeForce GTX 960 2GB ssc
 
The Only thing I have changed in the computer is the PSU. The PSU I have is a "Cooler Master Real Power m620w"
I have TWO PCI-E 6pin cables from the PSU connected to the EVGA y-adapter (two 6-pin into one 8-pin) and into the 8-pin connection in the graphics card.
 
After reading a bit on the EVGA fourms i found a similar issue and they recomended I solved it with a MB BIOS update. I did so and I still have the same issue.
I have updated the latest BIOS update called: IPISB-CH PC BIOS-update 7.15 Rev. A 3.1 MB
 
Have I missed something or is the Card I bought broken?

The bios beep codes mean something and if you use the spread sheet below you can find the issue. Read the article and use it to identify the beep code with its issue and report back so we can help more.

To verify the card works take the video card to your local computer repair shop to see if they can get the card to work in one of their machines. If the shop is able to get the card working in one of their machines then you're experiencing a compatibility issue between the video card & motherboard due to the video card using a UEFI vBIOS / motherboard not supporting cards that run UEFI vBIOS. Solutions...
 
#1 Update the motherboard BIOS to the latest version.
#2 Contact EVGA to see if they have a non-UEFI vBIOS that can be flashed to your card.
#3 Return the 960 and buy a GPU that doesn't use UEFI as it's vBIOS, 600 series and lower.
#4 Buy a new motherboard.

I had same problem with a P67 board and Sandy Bridge. Put card (970) in a Z77 and worked fine.

HP doesn't update their motherboard BIOs often. More than likely it's a problem there. If there is any type of legacy setting in the BIOs try that otherwise it's time for a motherboard/PC upgrade to accommodate the new card.

I got the 2 short beeps and 1 long beep. Repeats 5 times. (Unable to initialize video or video card required but not installed).
 
I also found some disturbing info about my motherboard when I googled around. My MB is of a model called "Cleveland GL8".
It's got PCI-e 2.0 and some info claims that PCI-e 3.0 graphic cards are not compatible with it, even after a BIOS update.
I'm pretty sure at this point that there is no way for me to get any GPU with a PCI-e 3.0, even if it claims to be backwards compatible.
And I can't afford a motherboard upgrade right now.

Yes I did contact HP but it took a long time for them to answer and I got this: "I suspect the issue is a lack of not having the latest UEFI standard implemented in the bios . UEFI is probably required and that might only be available in the later HP version 8 bios."
 
The only bios version I can get from HP for my Cleveland GL8 motherboard is a 7.15 version.
 
At least a got a few things cleared up.

So, your motherboard size factor is fairly cheap but if you want PCI 3.0 (not needed) you will probably need a new CPU too. Keep in mind you can always buy a new case later and get rid of the HP brand (I would now).

If you would be kind to recomend me a motherboard I can buy without the need to change CPU I would be very greatful. I might get just enough money to buy a new motherboard after a closer look at the price range at my local stores.
All i need is a motherboard that can connect to both my CPU and my new GPU. I don't need PCI-e 3.0, Just something that got BIOS 8 and UEFI

This one has USB 3.0 and a SATA 6.0gb/s slot for an SSD. Also, it's not open box and according to one review 41 out of 42 they bought worked. It's only $5 more so I would take a new one over an open box and the USB 3.0/SATA3 is nice.

If you still have that hp computer you can try pressing f8 until it shows the specs of your computer and wait till three beeps then it will boot to windows. IT WILL NOT FIX THE ISSUE
