Issue with GTX 970

Not sure what is wrong but my new 970 isnt working here are the issues:
1. Drivers not working (i have tried all versions ever released)
2. Not displaying 1080p (part of the driver issue)
3. Device has a yellow triangle next to it device manager
4. On the RARE occasion the drivers actually start up the cards fans go to 100% upon booting into windows (4000rpm)
5. Everytime i restart the computer and open up geforce experience i am prompted to reinstal the drivers i just finished installing prior to rebooting the computer.
 
Here is what i have tried:
1. unistalling and reinstalling the drivers
2.Uninstalling the drivers and clean installing the drivers
3. Clean installing the drivers
4. Uninstalling the device in device manager and reinstaling it
5. physically removing the card and putting it back in
6. booting up in safe mode (problem persists even here so i know it is driver related)
7. Installing device drivers on different hardrives
 
All my other hardware is working fine including PSU (all voltages withing acceptable ranges). I really need help  i will provide any other information you need.

    Try cleaning out the graphics drivers in safe mode using DDU. After the cleaning is done perform a clean installation of the latest graphics drivers in normal windows mode. Here is how to perform a proper clean installation of the latest graphics drivers...
    1. Download & save graphics driver 347.52 to your desktop. Run the graphics installer located on your desktop once the download is complete. 
    2. Select custom advanced install, under custom installation options uncheck all options except the physx system software, if you have a 3D capable monitor and would like to use 3D at some point please select both 3D options, check mark perform clean install, then click next to install the driver, reboot when asked.

    Awww dont make fun of us poor peoples....
     
    jk im getting another performance gap wasnt big enought for me to justify the cost of a 980 since im a peasent student :P

    Would i uncheck geforce experience as well?

    did not work still having issues.

     Never my intention to put down the owners...I feel for all of you that have put their hard earned duckies into these cards only to have so many problems.And I never make fun of my "own"...I am poor now.
