This only happens when I have Power Management Mode in the NVCP set to "Prefer Maximum Performance."  Setting it to "Adaptive" fixes this, but I'd rather not have to switch between the two whenever I want to game.  Does anyone have a fix for this?  I've never tested this, but does the setting "Adaptive" cripple performance in games when compared to "Prefer Maximum Performance?" 
 
Both cards boost to 1139MHz, bringing my idle temps to 45-50C (depending on ambient temps).  The apps I've noticed this with so far are MS Edge, Chrome, and Steam.  This issue was not present with Windows 8.1, at least for me.

Adaptive allows your card to down clock.

Performance keeps it at higher clock all the time.

Adaptive doesn't cripple your performance in most modern games. If it is a very old game, performance may help keep the clocks more stable, but normally clocks will stay up without performance mode set.

Nvidia control panel, Manage 3d settings, Program settings. You can setup prefer maximum performance for each application there. Leave the global setting on adaptive.
