GTX 970 SSC overclock

Have a weird issue my my GTX 970 when trying to overclock. Does not like to change Core speed very much or I get Display stopped responding and have to reboot because Precission X quits working. Also when I raise voltage my voltage actually drops???? Have tried both bios and seems to be same. Also when I use the stress tester in Precission I never go into boost and changing the core slider does not maje a difference and sometimes lowers core speed. Is my PSU not giving it enough current? Is a EVGA 600W pargain PSU as I didn't have the money for a nicer PSU at the time. Come on EVGA, make a PSU stepup!!!

Also, is there a newer bios than 84.04.1F.01.72???
 
And just got display driver quit working when I closed GPUZ...... WTH
 
ASIC is 73.1 if that matters

    Suggestions:
     
    #1 Reset your cpu back to default clocks & voltage.
    #2 Perform a clean install of the most recent video drivers. Instructions on how to do so can be found here.
    #3 Try overclocking video card again.
     
    600w is fine for your setup.

    Fresh drivers stock CPU. Bumped core up and kernel crash on opengl.  Get a card that doesnt like boosting and or overclock?

    first  started at 10 and worked up to 75. Make changes and clocks dont change much or they go down. With core at +0 clocks are at 1215. Never gets up to the red mark on Precission X

    Just was at 1215, hit +10 and core dropped to 202. now back to 1215.....
     
     
    Changed back to 0 and now stuck on 1202. GPU temp 59c

    Well, same thing. Started at +10 and kept going until +60 display driver crash. Changing clock did absolutely nothing to my core clock speeds. Although this driver my core was around 1240 and fluctuated down and back up.

    Yup. Never see that...  Starting to wonder if this is PSU issue or Card. Every once in a while at cold boot I will get green artifacting dots. Unplug hdmi cable and plug back in and usually get it to go away. Leaning towards gpu but will see if I can borrow psu to rule that out.

    I see you're only using 1 pci-e power cable to power your gpu. Try plugging in two individually cables and retesting.

    This PSU only has the one cable for GPU. Was cheap at Best Buy lol. Just saw the 750 G2 at EVGA's scratch and dent section for $25 more than I paid for this one. Doh!

    Yes, if the card is not boosting to at least the advertised speed it is flawed. Contact EVGA, if you do so via email, make sure to link this thread in your ticket.

    What happens if you flip the bios switch to the slave position and gradually raise the voltage? Can you try please? If that doesn't work, I'd definitely start the RMA process.
