I bought the EVGA GeForce GTX 670 FTW+ 4GB and put in the Dell XPS 8300, Had to change PSU so I got the CROSAIR Enthusiast TX650 V2 650W. I got all the drivers and everything, the graphics card only runs 324 mhz and randomly goes up when I open something but goes back down to 324mhz. I played league of legends and It doesn't even run 60 fps when it should easily hit that. All my videos lags and its sluggish. I tried  Power management Mode> Prefer Maximum Performance and it doesn't do anything. At first it went to 1005 mhz constant but it went back down and the performance was the same. I put my old graphics card back in (Radeon HD 6770) And it runs 74 degrees Celsius so I took it out. The Gtx 670 runs 40 Degrees Celsius so its fine.

Try enabling kboost, you can enable kboost under the voltage tab in precision.

Looks like you have two different make/model of mismatched RAM sticks..
*always can cause issues
 
The CPU cooler setup speaks for itself.
*Check for CPU temps under loading
 
Just looking at the picture, just "where" is the airflow in that case?
Looks like the PSU, videocard and exhaust are all fighting for whatever the front intake is providing and that is certainly NOT enough for all of them....

It's either your ram or you need to turn on K-Boost. But set a custom fan profile to keep it cool.

You've given us your GPU temps but what are your CPU temps like?

Ouch. Those OEM cases make me cringe.
You can get get a pretty decent case for less than $50.

post a screnshoot of gpu z. and the speed of the card not the clocks but the speed of pci express. i think you have bad memory on the gpu

did you have 2 8gb sticks of ram and threw 1 more stick to make 24gb? or are you running 4 sticks. max out the power target in evga precisionx

I had 4x4Gb sticks and it was at 16GB. I took out 2 and threw in 2x8's to make it 24GB. Now i removed the 4's and left the 8's so its at 16gb again.. either way didnt solve the problem.

Webpages loading slow would be a internet connection issue. Overclocking your CPU would help the sluggishness, but you can't do that because your running a dell system. To get closer to 60fps lower your in-game settings and resolution.

Not my internet connection cause my old graphics card ran everything fine.
I bought this one because even though my other one ran everything at 60fps when i recorded it lost to much frames.
I thought the gtx 670 would be able to maintain the 60fps while playing and recording but it can barley hit 60 on a low end game.

Does the 670 perform better when not recording? If you want to get closer to 60fps while recording you will need to definitely overclock your CPU as recording while playing puts a ton of stress on the CPU.

The 670 hits 50-60 fps on games that it should be hitting 60 easily. I haven't tried recording yet cause i figure it'll just be worse.
My old Radeon HD 6770 Hits 60FPS no problem.

The above is most concerning...
Please rerun the testing with monitoring started -before- launching the test so we can see idle temps.
Do NOT shut the 100% load testing down until the temps have 100% stabilized for at least 15mins
 
You screenshot appears to show -very- high temps with a increase from 75c to 78c in less than 20 seconds...
*total time the monitor was running was 5mins 21seconds... thats NOT correct testing
 
Re-run the CPU temps testing to show -idle- temps on the desktop (nothing running) and MAX temps (stabilized for 15mins) under testing loads.

you should see what kind of after market cpu coolers would fit in that case.
