win 10 64 bit, 16gb ram, i7-7700k, asus z270e, evga 650w evga gtx1070. x2 samsung 850 evo 500gb ssd.
So I sometimes have this minor screen black outs, during windows explorer navigation, or not just idle at desktop. It seems most prominent while browsing in chrome and loading pages though. So far I haven't had this issue in game of any kind at max settings. I think maybe it's the HDMI port?? I've switched to the igpu and it didn't happen with the same cord and monitor. So far at least.
 
Like for example re loading into this page to do this edit, it happens during loading of the page itself, or like in youtube it only happened when the video had finished loading and started (all very quick milliseconds ) It doesn't seem to happen during playback of videos. I watched Intersteller last night with no problems. Not yet at least. I'm still covered under amazon warranty so I will rma to them first and possibly just get the FTW 1070 for the RGB's and the slightly higher clock anyways if this one dies. This will be my 3rd RMA to amazon with EVGA 1070's though. First two were SC black editions. 1st one had some crazy fan grinding sound even though no clear blockage was present. The 2nd was only recognized by my MB for a mere hour or so before I completely quit working and was no longer seen by the mb, after mutiple re-seats and reboots. I'd rather not have to return yet another gpu in fear of some kind of lockout. They were very detailed and particular about the 2nd rma. I had to fight to go through them because initially they wanted me to rma to EVGA but idk exactly how that works and didn't want to have to send it off to be inspected first. I was pretty darn upset and wanted my refund and to buy another card (this one).  Any ideas here?

Alright I've changed it will check back asap if it happens again.

Do the issue occur on other outputs?

I unfortunately only have monitors that support vga or hdmi. I thought my main supported dvi and was going to test this but nope. I can only test by running on igpu only from the hdmi port on the IO. This does not give the same issue. Same hdmi cord as well.  
 
I also see no display driver errors or crash reports. 

I had this happening and it actually turned that my brand new Samsung32" curved LCD was to blame.  Then I found out that I actually did not buy it from Newegg but a seller partner and that the seller had imported it from South Korea so the 1 year Samsung warranty is not worthy and Samsung had to return the screen unfixed. 
 
I say this as I had spent about 600 dollars trouble shooting thinking it my be the 1070 with new cables etc and I will never get that my back nor will I get a working screen.  So about a 1K hard lesson in life.

This unfortunately is not possible for me atm. I have had some new issues like, the right click window in windows 10 sometimes becomes invisible.  During the cancel of shadow play I also had that split second black screen. I guess I can sit my gpu in another pci slot and see if it still happens but right now It's either the pcie slot on the mb or the gpu itself, none of these issues occur on my 2nd monitor vie integrated igpu.
