GTX 1070 63C at idle, fan max 182 rpm. SSD temp 28 for ambient comparison?????

Okay, so had the card 3 month. Never overlocked it, just noticed last night some heat from rig. I look at CPUiD and it said 64 C temp with fan speed 150-200
So I open Precision X and then my fans kick on and it go back down to 30C. I restart a few time and watch you tube and check temp with cpuid, boom 70C, well I say what the heck??? so I open precision X again and fans come on and temp go down. what the heck is going on here. I set profile, saved, checked for yes on start up, checked everything for this to work but when I close it, it will let the dang card burn up I guess. Am I missing something here? Ive, since uninstalled precisionx, thinking maybe it a bug, downloaded latest GPU driver but she is still running right now 65C with 320 rpm fans. ????

    Have you tried Precision X OC ?   this is for the Pascal GPU, like you have  http://www.evga.com/precisionxoc/
     
    What version of Precision X did you try ?
     
    What model number is your 1070 ?
     
    What OS are you using ?
     
    Check Task Manager, Precision does need to be running to work, it can be minimized

    Thank you sir. Model ACX 3.0 Superclocked and yes I did have Precision X the program but it seemed it only worked when I had the program open, by worked I mean fans above 400 rpm so I uninstalled it thinking it was the program causing issue. Right now I'm not running the program and 63c seems real high for idle but the fans don't seem to go fast enough to cool it down to room temps. Oh and 64bit windows 10. I was using steam version. I am DL the stand alone version and try it.

    Well, problem is solved. I did everything exact to the same as I did in the program before but this time all is well and it is running at startup now. Thanks coolgtx.

    Yes I click link you provide and choose stand alone. I don't recall having the option to NOT use steam version when I initially got card but maybe I missed it. Or who knows, maybe so I got the wrong version. Dunno. Thanks again.
