Whine noise from GTX 760 4GB and windows 10

Installed windows 10 and having a weird whining type sound coming from my 760 GTX 4GB, its the ACX cooler version. 
 
This doesnt/didnt happen with windows 8.1 for as long as I had it. 
 
Now whenever im playing a game (mostly WoW) it has the noise. If i minimize the windows it goes away. Its not super loud, but its louder than my fan thats for sure. 
 
Anyone else have this issue?

    Try using VSync to see if stops that from happening.

    I had the 02G-P4-3769-KB (760 acx bestbuy version) back in 2013 and it had lots of coil whine under windows 7 and 8 when you pushed it beyond 60fps. Try turning vsync on or force it in the drivers for games making that sound. The sound in question is most likely the inductors making the sound.
