OK, so finally got my Vanilla GTX 980 Ti under water, and even after less than a day of testing it is apparent that this card is hobbled by the pathetic 110% power target. Even with no increase in vcore I am easily able to hit the 110% with a core overclock of more than +160mhz which causes the card to downclock. I can set the core offest at 265mhz with no vcore increase, but I do not see much point as the card downclocks dynamically once it goes over the 110% power target.
 
Disappointing, this card would scream under water if it had at the very least a 120-125% power target. Why???????

Any of the four vbioses listed at overclock.net should work with your card without any issues.

You can always just mod your own. Grab the bios off your card and modify the power target to your liking, then reflash it. That's what I always do.

Yup!  That's the better way to do it.  Otherwise, if you use someone else's modified BIOS, you risk flashing your card with a BIOS designed for a different brand of memory and then having a bunch of artifacting and crashing issues.
 
Remember: ALWAYS back up your original BIOS before flashing a modified BIOS to the card.  I usually email the BIOS to myself so that I have a copy I can find years and years later.

Woot !  well that was super easy!  I just flashed the 980Ti-SC-MaxAir.rom  and it's based off the EVGA SC bios so my card is now at  1102 core/1190 boost , I did a firestrike benchmark and my Boost went up 1493  =0 compared to 1393 before, now the temps were +4c  at 55c  probably because of the added voltage.
 
Now here is the question  the card is in essence is running like an EVGA SC card 1102/1190, but I have not overclocked it further other than the bios overclock,  if I'm happy with the boost at 1493 should I have grabbed this bios that added 1.250 voltage?  There is another bios that apparently doesn't add any voltage but disables throttling , so if my goal was 1500/7900+ which bios is recommended , I'm feeling the added voltage is for those that want to push it over 1550+/8000.
 
This is the description of the 2 bios.
 
980Ti-SC-425

- Based on the EVGA SC BIOS, no boost limit
- 350W default power target at 100%
- 425W max power target at 121%

Use this BIOS if you want to avoid throttling
 
OR
 

980 Ti MAXAIR BIOS for reference cards

This BIOS is intended for those who want to max out their OC on the stock cooler.

- Based on EVGA 980 Ti SC reference BIOS
- 1.250v at load
- 425W at 121% - 350W at 100%

To use this simply set +core, +mem, and power target in PX or AB. No need to touch voltage; the BIOS will provide 1.250v at load.

I agree that this would be my preferred option, however I have not had any luck doing this myself to date successfully.
 
Any chance you can help me out with a link or walkthrough on how to raise the GTX980Ti power target to 120-125%?

That should get you started, though Sheyster's bios that only touches the power target should work for you honestly. It only increases the power target without affecting voltage.

I'd love for someone with more experience to chime in here before I'm giving out BAD advice!!
 
To raise the power target without affecting the stock voltage (only do this if you're hitting a wall because of the Power Target making your card underclock itself,) you would want to change the entries in the Power Table.

Reference with explanation of the Power Table settings:
 

 
Here, you can see an increased default power from 231.4w on the left (stock bios) to 285w on the right (modded bios)
 
The increases to PCI E Rail and PSU 1/2 Rails are to allow the card to pull that much power from their respective rails.
 
Stock:
75w PCI-E Rail
78.2w PSU Rail 1/2
231.4w Combined Total Power
 
Modded:
75w PCI-E Rail
105W PSU Rail 1/2
285w Combined Total Power
 
Never adjust the PCI-E beyond 75w!!
 
You'll notice that the Power Target label in the diagram has 100% set to 228w and 125% set to 285w. This allows you to still use your Power Target slider well inside whatever program you're overclocking with.
 
Although a 6-pin connector is rated at 75w and an 8 pin is rated at 150w, my card has only two 6 pin connectors which should be a maximum total power of 225w. I drew more power than that, but I would not know to what effect as I only did it temporarily. I've read that newer 6 pin can handle over 75w with no issue, but I can't really find anything at the moment to back that up.
 
The best way for you to see how this will work on your 980ti is to save your bios with Maxwell II Bios Tweakerr and download one of them from the link at the top. You can open up multiple instances of the Bios Tweaker, so open your stock bios and open up one of the modded ones and see what they changed and what the settings for that modded bios are. You should be able to figure it out fairly easily that way!
 
Here is a comparison of a 980ti SC stock ROM to Sheyster's Modded ROM. Why he pushed the rails up so much, I really don't know. I assume he just wanted them to draw as much as they could.

I downloaded the Gigabyte GTX 980ti Bios and used this as a template to modify my stock bios. This bios has a power target of 139% but interestingly enough Gigabyte have not changed the TDP or the internal rail, unlike Sheyster!
Having an increased power target should help me overclock without throttling.

I am sure that you are correct, however even with a small oc of +150mhz I am exceeding the 110% power target Jacob. This is causing my video card to downclock.


Am I correct in believing that if I raise the power target to say 120% my overclock will not downclock until I hit power target of 120% plus?

What Jacob is saying is that 100% power draw is different for different cards. Generally it is the same across same brand/part number, but you can see differences between tiers of cards. This is also why I prefer to just modify the bios myself. I know what I'm working with, though there's nothing wrong with using one someone else has modded.

If you're downclocking because you're hitting your power limit maximum, raising this can prevent downclocking because of that limit. However, there are limits to how much power you can draw (and do so safely). For instance, if you have a card drawing 225w, you can usually move that limit to 285w without ill effects, but trying to push up to something silly like 400w will basically just let it suck as much as it can. Depending on the actual hardware used on the card, that can be bad because you're basically overriding safety features put in place for the preservation of the card itself. The same goes for voltage. Temperatures increase VERY quickly when you raise the voltage of a card. Say you're running 1.25v and decide to pump 1.3v into it. You'll find out quickly what your cooling is capable of, and regardless of your gpu core temperature, you may be cooking the vrms to death if they weren't made to withstand the increase in voltage. That's why Classified/Kingpin cards utilize different hardware than stock cards, they're made to handle higher voltages without crapping out.
 
I used to love overclocking to the max, and still do, but I definitely don't do it 24/7. I'll see what my card is capable of over time, but only for a short time. I always go back to a nearly stock bios simply because of lower temperatures. Getting another 40mhz out of a card isn't worth 15c+ higher temperatures all the time. You're playing with a time bomb at that point (if your cooling isn't adequate.) Example: Say I can clock at 1540mhz on the core and +300 on the memory with a core temp of 72c before hitting my stock power limit of 125% on a 980. Raising only my power limit gets past that barrier and allows something like 1560mhz and +600 on the memory, but my temperatures go up to 80c+ and my fan is screaming along at 100%. That minimal performance gain would be nothing compared to the increase in temperatures, so I'll go back to my original limits no questions asked. This would be different under water, of course.
 
It's all about finding that balance for your hardware!

Hi, i'm using Nvidia GTX 980Ti Ref, , ASCI 75.2%, stable oc is 1479MHz @ 1230mV using AB. Anyway, i tried to mod my bios by just copy the setting Sheyster from OCN  . However i ran into some problem, after flashed my mod bios the latest nvidia driver didn't work anymore, windows still see it's as 980ti but there is no nvidia control panel. Could anyone help me and take a look where i edit it wrong pls.

Yep.

Thank you so much. 
So it works and i'm able to boots to 1542MHz, anything further is not stable. I haven't touch the memory yet but it's Hynix so i think it wont be that great.
Anyway, what's the deal with nvidia driver, why can't i use the latest one? 
Also the latest nvflash always show imagine error when i flashed so i had to use version nvflsh645.218. 
Is there any other tips i can improve my card for 24/7 use? I'm using custom cooling with triple feser monsta since feser still around, temperature is great so far, gpu ~38*C.
