EVGA GTX970 fan isn't listening to EVGA Precision X 16

Could something else be affecting the fan speed?
I set it to quiet mode and yet at 30 C its running at 4000+ rpm. Even when its idling in Windows and not running a game.
Adjusting the "Fan Speed" bar makes no changes even after I hit "Accept". EVGA Precision X 16 was set to start up with Windows.

    on the polar oposite side x16 crashes or fails to increase the fan on my 660ti causing it to overheat.(yes the fan profile is set correctly)  The only fix i have found is restarting the application.  I am downgrading to 4.2.1 as we speak.

    I also seem to be having the same problem as OP. Please reply with a suggested solution.

    Uninstall precision completely from your machine, reboot pc, install msi afterburner. Does afterburner allow you to control the fan speed?
