SLI issues in Windows 8.1 Pro (X64)

I just recently purchased a second EVGA GeForce GTX770 Classified (04G-P4-3778-KR). I have had nothing but trouble with SLI and getting it to work properly in Windows 8.1 Pro (X64). 
 
Sometimes SLI isnt an option in the NVIDIA Control Panel. On the odd chance it is, i can enable it and use it. 90% of the time a restart, or powering down and then later powering it on, results in both cards showing error code 43 (Windows has stopped this device because it has reported problems) in the device manager. I can reboot it, try again, maybe it will come back. I can only temporarily fix it with a clean install of the drivers. 
 
My bridge is brand new, is is a 2 card bridge. I also tried a brand new tri-sli bridge, same issue. (both came with my motherboard)
Neither card is OverClocked
My motherboard bios are up to date. 
NVIDIA drivers up to date (even tried older drivers)
Tried each card separately, and had no issues with them. The only time i have the issue is when i have the SLI option enabled (when it decides to appear)
Tried fresh install of Windows 8.1
Same issue.
 
Yesterday i had an idea. For kicks, i installed Windows 7 Pro (X64), the latest nvidia drivers, and bam, no issue. I used it all day, rebooting it, powering it down, etc, tested a few games, and had no issues with SLI.
 
Put 8.1 back on, and am back to my issue.  Below are my specs. I would rather not use windows 7, as its much easier to use 8.1 on my TV. This is my gaming/entertainment rig. Any help would be appreciated as i am losing my mind over this.
 
Motherboard: ASUS Crosshair V Formula-Z
CPU: AMD FX-8350 4.0 GHZ AM3+
RAM: 16GB Crossair Vengeance 1600mhz
GPU: 2x EVGA GeForce GTX770 Classified (04G-P4-3778-KR)
PSU: EVGA SuperNova 1300 G2
OS: Windows 8.1 Pro (X64)

    Just tried it... Same result. Installed... Rebooted... SLI not an option... Shut down.. Turned back on... Enabled SLI as it was now an option. Actually rebooted a few times... Continued to work... Then for fun rebooted once more and had error code 43 in device manager. Ran the nvidia driver uninstaller in safe mode rebooted... Installed... Enabled SLI... Rebooted and again error code 43 on both cards :(

    are both of the 770s on the same BIOS (ie: both on normal BIOS, or both on LN2 BIOS)?
     
    Also, are they OC'd?  One of the GPUs may not be happy with the OC.
     
    Lastly, what is your PSU?

    Time to submit a bug report to nvidia. Install windows 7 until the next driver release and then try again.

    PSU: EVGA SuperNova 1300 G2

    Neither card is OC'd.

    Bios were 1 revision off from each other. I just updated the older one from the newer one using GPU-Z and NVFlash. I'll let you know if there is a difference tomorrow. Gotta get to bed.

    This is a REALLY stupid wondrance...  I know that sometimes the SLi Bridge itself can be the cause of SLi messes.  Could a rigid SLi Bridge fix this?

    It appears the OP has tried both flex (2-way) and rigid (3-way) bridges.

    How many pci cards do you use except the GTX 770s?

    Just out of curiosity is your Win 8.1 Pro legit? With my current MSI board,if I use a hack version of Win 7 SLI will not work gives me all kinds of problems.

    Just out of curiosity is your Win 8.1 Pro legit? With my current MSI board,if I use a hack version of Win 7 SLI will not work gives me all kinds of problems.

    Can you give: http://www.guru3d.com/content-page/guru3d-driver-sweeper.html a try.  Also deleting all unknown / disconnected video cards from device manager by showing hidden devices.  Lots of edits to fix Typos.
     
    • Press:Windows key + R.
    • Type cmd and press Enter.
    • At the command prompt, run this command:
      • Note: If UAC is enabled you need to open the command prompt As Administrator ( Ctrl + Shift + Click on the previously opened CMD prompt and a new one will open as administrator ).
    • Type the following to show hidden devices: set devmgr_show_nonpresent_devices=1
    • Start the Device Manager by running this command from the same command prompt by Typing: start devmgmt.msc
      • Click View > Show Hidden Devices.
      • Expand the Display Adapters tree (click the plus sign next to the Display adapters entry).
      • Right-click the dimmed display adapter, then click Uninstall.

    I have used guru's tool already, I dont think there will be other devices, as i did a clean install of win 8.1, but i will give your other suggestions a try though hopefully later tonight. Thanks

    And also, I have a friend who uses the same motherboard and the same cpu as you do and he never got cfx to work with his 7970s. What he did was : replaced the mobo for a new one, updated the bios on the mobo, replaced the second 7970 with a new one, changed psu and changed cfx bridge with no luck at all.

    And also, I have a friend who uses the same motherboard and the same cpu as you do and he never got cfx to work with his 7970s. What he did was : replaced the mobo for a new one, updated the bios on the mobo, replaced the second 7970 with a new one, changed psu and changed cfx bridge with no luck at all. 
     
    It might not be like that in your case but just a heads up!

    Using 1 and 3... There are four total I believe. According to my mobo documentation... That's what I want... Those are both the pci-e x16 slots

    Windows 8.1 = bugged NVCP. Win 7 x64 is the way to go.

    Well a new set of drivers was released today... 344.11... And knock on wood... So far so good. Enabled SLI... And rebooted and shut down multiple times... And no issues so far. I will continue to test in the next couple of days... and let everyone know if this has finally been resolved.
