FPS issues

 I am having better performance (60 FPS) in Diagnostic Startup. on normal setup I'm only getting 19 - 30 FPS. How do i find outs whats slowing my GPU down?  I have the  04G-P4-1972-KR and an  CPU. This is my first build and I am pretty new to PC gaming

    When he starts windows in diagnostic mode, his framers test are 60 fps. When he starts windows normally (not in diagnostic mode...) it is 19-30 fps.

    Have you checked your gpu to make sure it isn't being utilized by another program? Are you running any computing programs like folding at home that wouldn't start when booted into diagnostic mode?

    Check the task manager for any programs that are utilizing a lot of cpu or gpu power. If you see one that is taxing the system, you may be able to find the problem fairly quick.

    Are you overlooking your cpu or gpu at all?

    nope not overclocking. I cant find anything in the task manager that's taking up to much to much power

    msconifg and try stopping all none essential programs from running. or run performance monitor in windows.

    Clean install drivers. Uninstall drivers, boot to safe mode and run display driver uninstaller, boot back to Windows and select clean install when reinstalling drivers. Also, do you have a sound card? What kind of mouse and keyboard, do they come with software? What motherboard? Do you have the software installed?

    Run a normal startup with the startup tab completely disabled. If you're getting 60 fps at normal startup with the entire startup tab disabled you'll know it's one of the startup items causing the issue. You can re-enable one startup item at a time then reboot your PC to pinpoint which startup item is causing the issue.
