[APPEARS SOLVED BY ATTACHING TO A DIFFERENT DISPLAYPORT PORT]
 
Greetings.
 
I've just got an EVGA GTX 1070 SC, and it works perfectly- at the Windows desktop.  I apologize if this question has a well known solution- as I'm unclear what search words to use to seek it out.
 
My problem arises when I try to run a game at 1440p or 1080p- at which time my display (A409U 40" 4K panel) displays "No signal" even while the game audio is still playing.  I can alt-tab out and the desktop comes back, so I'm relatively sure this isn't a display issue.  Should be stated that with a previous card (R9 390) this wasn't an issue using the same display.
I first thought that maybe some setting was stopping me from using these resolutions- maybe a monitor compatible modes detection gone wrong, etc- but I can set my desktop to these resolutions without issue.  If I set my desktop to 1440P @ 60Hz, a game still fails to run at 1440p, (runs, I hear the audio and can alt-tab back to the desktop) so there's definitely some odd setting/configuration issue that I'm not finding.
 
I used DDU to remove AMD drivers from within safe mode before swapping cards and installing Nvidia drivers, and even fresh re-installed Windows afterward, but sadly the issue returned in exactly the same way.  Since I'm on a fresh install, (fully updated) I strongly doubt that any AMD resource is somehow still installed.
 
Is anyone able to offer any advice/steps to try?  The common stuff I've found on Google haven't had any effect.

Does this also occur when using other outputs on your video card?

Stuff to try off the top of my head:
 
Set desktop to 4k, launch game at 1440/1080 windowed mode, press alt+enter to switch to full screen, see what happens. Try the same thing with desktop at 1440.
 
Set desktop to 1440/1080, run game that has a borderless fullscreen windowed mode, will let us know if it's a exclusive full screen issue or not. You can launch source games (CS:GO, TF2) with launch option -noborder to get borderless fullscreen windowed.
 
Play around with the refresh rates you are using for 1440/1080. Try lower than 60 Hz, and higher if you have the option.
 
Have you tried setting the lower resolutions both via the desktop and via in game resolution settings? I assume so but just wanted to be sure. As in, launch game at 4k, change resolution to 1080 in game, hit apply, it goes black?
 
Could also play around with the resolution settings in the Nvidia control panel, perhaps change the bpc (bits per color) option if you have it (8/10/12 are the options, 8 will be most compatible). 
 
What about full screen video? No issue? What games have you tried this with so far? DP cable or HDMI or both?

Thanks for the suggestions.  Will try alternate display ports and other ideas shortly when I get home.

From my tinkering last night, it's certain that it's an exclusive full-screen issue.  Anything windowed/borderless/etc running on top of the desktop is fine.  Will tinker with your other ideas later tonight.
 
Does anyone know if there is a difference between each DisplayPort output on this 1070?  If so, perhaps I'm attached to a limited/older revision port.  Will try the others as well.
 
Running Windows desktop at whatever resolution I like (1440p, etc) seems to work just fine.

I thought the same- and you're likely right, but I just (while PC was on and logged in) disconnected from the top-most DisplayPort, and attached to the second highest DisplayPort, and it *appears* so far to be completely solved!
 
Will report back if I have any further issues, but thank you very much to everyone for their ideas.  It *appears* to be 100% working right now. ARMA and Fallout both run full-screen exclusive mode at 1080, 1440, or 4K now. :DD

Hmm, that makes me think your cable is borderline working and trying the different port either gets a better connection or it's less stretched/angled/whatever. If you have any other issue a new cable would be the first thing I'd try (especially if it's the one that came with the TV, those are usually the cheapest ones possible).

Good thought, Soemthingc001.  If I see the issue again I'll order another DisplayPort cable of good quality to try.
