What PCI-E slots do you have the cards installed into? The cards should be installed in slots 1 & 4 to allow both to run at x16 each, all other slots (2,3,5) must be empty.

Set your Bios from Auto to Gen3 for all PCIe Lanes Did you ever reset your Bios after you installed the New CPU? Press and hold the small red button on the motherboard or on the rear I/O Panel for 5 or 6 Seconds. You will then need to Press the F12 Function Key to enter the Bios.

Remove the creative zx gen 2 card, what slot is it in? You can only use Slot 5 or Slot 6 PCI-E Lane Distribution (40 Lane Processor) PCI-E Slot Breakdown PE1 – x16 (x8 if PE2 is used) PE2 – x8 PE3 – x8 PE4 – x16 (x8 if PE3 is used) PE5 – x4 (Gen 2 only, 4 lanes pulled from PCH) PE6 – x8

If you've done everything above, check and see if you have any damaged CPU pins and the bottom of the CPU.

Remove the sound card and you should see both cards run at x16.

I solved without turning on the PC video cards and then turn it back on with the cards mounted

First I turned off the PC, I removed the sound and video cards, I turned on again, then I turned off the computer and I reassembled the two video cards and started
