Answered2 GTX 980s in 2-way SLI not working. One has device error.

I assembled a new computer, installed two GTX 980s with the SLI bridge, powered on the machine, and installed a fresh copy of Windows 8.1 Pro.  After the OS installed, I installed the Motherboard NIC drivers, then downloaded/installed the Chipset and the latest 980 drivers from EVGA, as well as all the other drivers needed.  Only one of my cards was showing up.  So I powered off, made sure both cards were seated properly and that their power cables were properly in, and powered back on.   Both cards showed up, but one of them was in error in the device manager.
The General tab in the Properties said: "Windows has stopped this device because it has reported problems. (Code 43)"
The Details tab gave a "Problem code" of 0000002B.
 
Any help would be greatly appreciated.

If each card works on its own then see below, if not correct this issue and then see below. You can Remove the SLI Bridge for Testing Each Card.
 
Test each SLI Fork Pair and report back.
 
Minimum of a 500 Watt power supply One Card, So a 750 might be to small of a Power Supply for Two Cards.

+1 to testing each card individually. 750w is plenty for 980 SLI.

Good news!
I tried each card individually in each slot.  Everything worked each time.  Then I tried both cards in without SLI successfully.  Then I popped the SLI bridge on and booted up successfully again!
The only differences from my original setup are that the cards are switched (top card is now bottom card, etc.) and that re-seating everything probably fixed it.
