I tried Compatibility Mode with all of the various Windows versions it listed. 
 
I have discovered that the problem has something to do with AMD.  I have 4 computers at home.  3 are Intel of various CPU amd MB versions.  My main desktop is an AMD R9 3950X.  The CAD program will run on the Intel systems but not on the AMD system.  They are all running the same Windows version. On the Intel systems it throws a message saying it couldn't update the Registry but it starts successfully anyway.  This odd since the program is pre-Registry.  The problem is due to waiting for a response from splwow64.exe.  Weird.

New features in the KB5034848 update

With the release of the KB5034848 update, Microsoft has introduced a total of twenty fixes, changes, and new features to Windows 11.
These new features are not minor tweaks but bring significant changes and customization to the operating system.
The nine highlighted changes in the KB5034848 update are:
  • New!  The Phone Link settings page has a new name: Mobile devices. Go to Settings > Bluetooth & devices > Mobile devices.
  • New! You can now use the Snipping Tool on your PC to edit the most recent photos and screenshots from your Android device. You will get an instant notification on your PC when your Android device captures a new photo or screenshot. To turn this on, go to Settings > Bluetooth & devices > Mobile devices. Choose Manage devices and allow your PC to access your Android device.
  • New! This update adds support for the USB 80Gbps standard. It is the next generation of USB4 that has twice the bandwidth of USB 40Gbps. To use USB 80Gbps, you must have a compatible PC and USB4 or Thunderbolt™ peripheral.
  • This update affects games you install on a secondary drive. Now, they remain installed on the drive.
  • This update addresses an issue that affects long-edge fed printers. The alignment of stapling or hole punch locations is wrong.
  • This update addresses an issue that affects the Windows Settings Home page. It randomly stops responding when you go to the page.
  • This update addresses an issue that affects networking. A device fails to make the automatic switch from cellular to Wi-Fi when it can use Wi-Fi.
  • This update addresses an issue that stops a system from going to sleep. This occurs when you connect an external device to the system.
  • This update affects the Windows Backup app. It will no longer show on the user interface in regions where the app is not supported. To learn more, see KB5032038.
The only known issue in this update is problems installing the KB5034765 update released earlier this month.
"Windows 11 devices attempting to install the February 2024 security update, released February 13, 2024 (KB5034765) might face installation failures and the system might stop responding at 96%," explains Microsoft.
For those affected, you will receive an error in the Windows Event Viewer with error code '0x800F0922'.
To fix the issue, you need to delete the hidden C:\$WinREAgent folder.

Great something in this update caused my Asus PG297Q monitor HD Audio Device to install a bunch of duplicates again in Device Manager even while the single audio device that shows in the Sound Control Panel thing only shows one and it's disabled.  Last time this happened removing the Nvidia HD Audio driver fixed it.  I still don't have that installed either.  I delete the dups, "scan for hardware changes" or reboot, and they come right back.

What's new in the Windows 11 KB5035853 update

After installing the KB5035853 update, Windows 11 23H2 will have a build number of 22621.3296, and Windows 11 22H2 will be build 22621.3155.
So, what's fixed in the patch? Here's a list of all key changes:
  • Microsoft is changing the name of  The Phone Link settings page to Mobile devices. Go to Settings > Bluetooth & devices > Mobile devices.

Between these issue's and your Nvidia driver issue's, something doesn't seem right with your setup. If it were me, I think I'd start from scratch with a fresh Windows install. Just my perspective.

I've been running this https://www.bleepingcomputer.com/news/microsoft/windows-11-kb5036980-update-goes-live-with-start-menu-ads/  optional Windows 11 23H2 update for a couple weeks now. Ads in the start menu???? FFFFFuuuuuuuuuuuuu......  I knew this would happen eventually. Sure, there's an option to turn it off - FOR NOW. That will go away in an update, and it will become extortion; either accept ads, or pay them money every month. Then they can increase that amount whenever they want.
 
I pay for Amazon Prime, which included Amazon Prime Video for years. A couple of months ago Amazon changed it and demanded a $3 monthly 'subscription fee' or else all videos get ads inserted at multiple intervals. I can bet that $3/month will increase soon enough. Apparently about 85% of Amazon Prime members are now paying this extortion fee. I'm not one of them. Microsoft are doing the exact same thing with Windows now they see how well it worked with Amazon Prime. Netflix also has an ad-supported tier now. Only a matter of time until games start inserting ads too.
 
$3/month is not a big deal on its own at all, but when you have multiple services and they ALL start doing this, it begins to add up to a significant amount cumulatively.
 
I despise ads. Ads is one of the major reasons we cut the cable TV - and it's overpriced. We never watched anything on cable TV because the ads became so prolific to the point where at times there were more ads than there was program. You could flick through a dozen or more channels and find ads playing on every single channel at the same time. Insane. It's been months now, and our daughter still hasn't noticed we cut off the cable TV lol.
 
I find this news of Windows introducing ads to the start menu very disturbing, but not at all surprising.

I'm no fan of ads, that's for sure. The big difference between Prime Video and Netflix etc, is you have to stream the service to get it. So you're at their mercy. But up to this point, Windows is software you purchase a license for. So as long as you have it installed on "your" computer, you can use tools like the registry editor (if comfortable) and others to disable things you don't want.
 
Maybe when MS starts renting you Windows on a monthly basis and you access it in the cloud, then you may not have a choice or will have to pay the extortion fee like Amazon charges for Prime.  That's my take on things from what I see at this point.

Windows 11 23H2 update installed no issue, updated nvidia driver in safe mode after using DDU. Exited safe mode and was greeted to the wonderful blue screen of death. no luck fixing. i said screw it performed clean install. windows activated through digital license. reinstalled games went to launch games to find out the new user files were damaged. unable to save games. i could not figure out, so fresh install again wiped drive completely. Now Windows is telling me i have installed new hardware and my product key is no longer valid. ( no hardware changes in almost 3 years) contact Microsoft and they are saying i need a new product key. Did you ask MS why you needed a new product key? If your system had a valid key prior to your updating, and your system is Windows 11 ready without any workaround, they should be able to give you good reason why they claim you need to new key. After that I'd be doing lots of complaining.  If MS says they see new hardware in your system (shouldn't matter with a retail license), you simply say you had to replace the part.

I am still waiting for a callback from supervisor. It was not a retail product key. It was OEM according to MS. The update did something they just don't care. I have tried a new OEM product key and it still refuses to activate. I had to take a break i think if i use Command Prompt to enter the new key it should activate. I see tons of Errors from windows Hello since the update. This takes me back to Vista Days when things like Norton would render retail product keys useless. Guess i am just getting old. Just really pisses me off My computer had been rock solid. I will have to say at least its only a gaming rig. With some work i should be able to get it all sorted.

I think OEM keys are locked to specific motherboards. When that copy of Windows was first activated, it reports its serial number and information from the motherboard's BIOS (or UEFI for more recent motherboards) to Microsoft. If you buy a digital license via MS, they seem to have no issue transferring it. Hopefully they will cave though. Good luck.

And that's it right there - they already call it "Windows as a service". Guarantee that Windows will become subscription based, just like MS Office has. Only a matter of time. Putting ads on and forcing you to pay to remove them (effectively ransomware) is the first step.

Where did you get the new OEM key you tried using? It's possible it's already tied/registered to another MB or system.
 
Just an FYI, buying a digital retail license is a good investment if you like to build your own rigs now & then. Buy the Pro version and you can move it to any PC you build for yourself and you can upgrade to whatever version of Windows MS comes out with for free. Always subject to change of course based on the whims of MS, but as an example, if you bought a retail license of Windows 7 Pro or non Pro, you could have got any version of Windows (of the same Pro or non) after that free and to use with every build you do for yourself.

Windows 11 Pro 23H2 (22631.3672)  Had an issue where it crashed Corsair iCue 5.14.  Wouldn't load on startup and my AIO was running at default speeds.  Luckily, someone at Corsair had this issue earlier and the software team released iCue 5.15 which solved the issue...all seems good now.  Thanks Microsoft

Windows 11 Pro 23H2 (22631.3672)  Had an issue where it crashed Corsair iCue 5.14.  Wouldn't load on startup and my AIO was running at default speeds.  Luckily, someone at Corsair had this issue earlier and the software team released iCue 5.15 which solved the issue...all seems good now.  Thanks Microsoft

Microsoft has released the May 2024 non-security preview update for Windows 11 versions 22H2 and 23H2, which includes 32 fixes and changes.
Among this cumulative update's highlights, Microsoft mentions fixing an issue causing the Windows File Explorer to freeze when swiping from the screen edge after turning off edge swiping and a second bug fix that causes it to start with a two-minute delay after pining a folder on a network share to Quick Access.
This month's preview update also rolls out a new account manager on the Start menu, making it easier to manage account settings and a new sound settings backup feature when the user signs into a Microsoft account.
KB5037853 is a monthly optional update that allows Windows admins to test improvements and fixes, which will be pushed to all customers with next month's Patch Tuesday release.

Besides the changes mentioned above, this Windows 11 optional release comes with additional fixes and improvements, some of the more significant ones listed below:
  • This update addresses an issue that affects Bluetooth Low Energy (LE) Audio headsets. They do not show the option to connect or disconnect.
  • This update addresses an issue that distorts parts of the screen when you use a Chromium-based browser to play a video.
  • This update addresses an issue that affects printers. They do not work as you expect when using AppContainer or in a restricted environment.
  • This update addresses an issue affecting an app that supports encrypted email. The app asks you to enter your credentials each time you open an encrypted email, even after you have entered your PIN at least once.
As revealed in February, Redmond will keep pushing non-security preview updates for Windows 11 22H2 Enterprise and Education editions until June 2025, while the Home, Pro, Pro Education, and Pro for Workstations customers will only receive them until June 26, 2024.
Based on user feedback, this date has been changed from February 27 to allow more customers to test new features and enhancements released more frequently through the company's so-called "continuous innovation" approach.
"This extension will allow IT administrators to test improvements and fixes ahead of the upcoming security update on more devices," Microsoft said.
According to Microsoft's Modern Lifecycle Policy, Windows 11 22H2 Enterprise and Education will reach the end of servicing on October 14, 2025, while Windows 11 22H2 Home and Pro editions will be retired on October 8, 2024.
