No, it will run only at X8, Bummer I know. Even the z790 is the same way.
We need the Next Gen X299 to run at X16 on more than 1 Slot*.
* Intel that is.




 
Z790 Kingpin will actually run one device at x16 in either PE1 or PE2, or at X8 with 2 devices populating PE1 and PE2.

Z790 Kingpin will actually run one device at x16 in either PE1 or PE2, or at X8 with 2 devices populating PE1 and PE2.

*When only one PCIe device is installed between PE1 and PE2, the motherboard will auto-switch x16 CPU lanes to the PCIe slot where the device is installed. If PE1 and PE2 each have a PCIe device installed, the bandwidth will be split x8/x8.
To illustrate, imagine that you install a single graphics card in the system:
 If installed in PE1, PE1 will use x16 lanes and PE2 will default to x0 lanes.
 If installed in PE2, PE1 will default to x0 lanes and PE2 will use x16 lanes.
 If two graphics cards are installed, populating both PE1 and PE2, both slots will use x8 lanes.

Wow thankfully I found this thread. I was going crazy thinking I was doing something wrong.

Just tried to install a 4090 TUF with an EK Waterblock/Active back plate into my Z690 KINGPIN and it won't fit into the first PCIe slot.

Really a shame as now I have to run it at 8x for the time being until I replace the board.

Ye, they have remove heatsink form nvm disck or slot have good distance for cover mobo

Really bummed I can't use an active backplate on the DKP Z690 first PCIe slot

You can not run x16 on the second PCIe slot with z690.
