I'm currently using 2.08 with a 13900k. I manually set my CPU frequency to 5.6ghz all core and ring to 5.0ghz. I have C states disabled but I still can't get ring to sit above 4.5ghz in windows ever. It's as if the setting doesn't take. What am I doing wrong?

    Intel XTU was the problem! Uninstalled, Cleared CMOS, newest BIOS, and it's all good now.

    It was driving me crazy trying to figure it out. I tried multiple bios revisions, changed so many settings...I was almost at my wit's end. I even had one core sitting at 3ghz for some reason. But I forgot all about XTU. Whew.
