If you have everything at defaults, I think the TVB or adaptive boost (I can't remember which one, sorry) will "boost" you to the all-core frequency all the time and not the single-core max. This has been happening since z590 boards. If you disable those, which you'd need to do if you want to boost past x58 for a ratio OC anyway, it'll definitely boost. I think ~2361 is what I was getting with 6GHz for example. I haven't ran a single core in a little while so I can't confirm.
One other question: Do you have a lot of other tasks running? If so, you're keeping more cores busy, which is going to limit the 5.8GHz boosting. If you want to hit higher single core boosts in CBr23, you need to really close everything else you might have running. I often leave HWiNFO64 running because I'm usually using it to monitor things not just go for scores, but if I really wanted the highest score possible, I'd close that too. Windows already runs enough background tasks, anything you can close will help out.
