z370 motherboard and VENGEANCE RGB PRO 16GB

Hello,  I have evga z370 motherboard and ddr4 VENGEANCE RGB PRO 16GB 3200 MHz (cpu i7-9700k)
so when I enable xmp profile 1 in bios (1.13 version) my speed gets up to 3200 MHz I can see it in bios, Cpu-Z and in iCUE (they all show 1595 mhz what means 3200 MHz right?
but when I go into task manager, the speed is 2133 mhz. same in command prompt when I type in "wmic memorychip get speed" it shows 2133 mhz. I made a ticket to corsair support and they ask me to ask EVGA what's up so... I'm here

    btw I installed those rams into my friends motherboard and they work fine.

    I believe it's a windows issue.   Just go with what CPUz says.  Also go with what the BIOS is reporting.
