I just recently built my PC, and the first time I tried to start it up it didn't work. I had 2 red leds light up on the motherboard (1 and 4 on the manual), the CPU 12v error LED and 5VSB. I tested the psu with the tester it came with, and it works fine. Afterwards, I took everything apart and reseated the CPU, tested with only the cpu cable and 24 pin cable plugged into the psu and it worked. I added cables in one by one and tested and they all ended up working, I could start up my pc and was able to check the BIOS settings. But after I put my case back together, I tried to boot again and it wouldn't even turn on, same LEDs lit up as before. Any advice?

What is the Part/Model Number of your GSkill TridentZ RGB series 16gb (2 x 8)?
Could be a Ground from a Stand Off or other Piece of Metal or Wire when you put the MB Back in the Case.
When you tested Outside of the Case did you use the Connectors from the Case to turn on the MB?
Could be the Wiring from the Case that is shorted out or grounding like a wire being Pinched.

    F4-3200C16D-16GTZR

Basically when I tested it and it worked, everything was still mounted to the case besides the power supply which was not screwed into the case. Just that I hadn't put the panels back on. I'm going to take apart everything when I get home and see if I can find something else.

I was worried about my cpu being the issue, but since it started up with it that can't be possible right?

You may want to review this Thread I think Z370 Micro have a G.skill TridentZ ram issue. about some G.Skill Memory.
Your F4-3200C16D-16GTZR Memory should work fine on the Z370 Platform. But is Not Listed as Supported on G.Skill's Website

Sounds like your psu cables have a problem.
