x99 classified pwr button led 5vsb led flashing

what could be the cause of this issue if i unplug the psu from the wall the next time i switch on the power the 5vsb and the onboard power button will just flash  eventually the lights will stop and i am able to turn the pc on other than this it works flawless i can shut it down and it boots back up i just cant unplug it
 
first i tested the psu with the included jumper it powered right up then removed everything from the board still the same issue  tested everything 1 part at a time even tried
 
system spec
1200 supernova p2 <- overkill what i got from rma
x99 classified bios v2.09
5930k 4.4 1.266v
evga 1080 ti sc2
CORSAIR Vengeance LPX 32GB (4 x 8GB) CMK32GX4M4Z3200C16
ezdiy-fab m.2 adapter pcie 3.0 x4 / hp ex920 1tb m.2 ssd

    It certainly wouldn't hurt to reset the BIOs and see what happens. After you reset you might need to change the boot device back to what you had for default.

    i actually did this also ran everything at default or auto settings sorry didn't put that in my first post

    took a look at the i/o shield didn't see anything wrong nothing bent into any ports with it when i have the time i will just pull the board and check it

    couldn't see anything that was causing a problem except maybe 1 tab was bent blocking a port i never use so i just cut it off  now its down to maybe 1-3 flashes before lights go solid after plugging it in the pwr button bios led and 5vsp led i used to sticks of memory going bad or a psu but never something this bizarre
