No matter what i do it will not overclock.
 
Even in the BIOS its set to 46 multiplier but at the top it still says 3.8GHz. I tried to run the OC Robot and it just sits at 3800MHz and goes to 9% and doesnt move any further. I tried opening the ELEET utility but it doesnt run. Tried using Intel Extreme Tuning Utility as a bypass and the multiplier slider is greyed out. Is there some sort of BIOS setting im missing?
 
The board is on the newest BIOS version.

Make sure you do not have the windows update installed that blocked overclocking completely. I think it was KB410037 or something like that.

I had an issue, albeit on a 6950x, that blocked overclocking when the windows update was installed. Removing it unlocked the overclocking, and for a while windows 1809 blocked my overclocks as well, but that was supposed to be something to do with the x99 boards I think.

The OP is stating that it is not reporting the OC in the bios, windows update will not be in affect at that point.

OP if you remove the power then hook it back up do you get a warning on boot about needing to set up stuff in the bios ( cannot remember the exact verbage off the top of my head)?

If so check the CMOS battery.

If that is all good make sure you have speed step enabled

Sounds like EIST and Turbo Mode has been disabled in the Bios.

Correct you were. I thought disabling this was turning off the downclocking. Much Appreciated!

Your choice on the hyper threading on / off, you might also want EIST set to disable - with it enabled as I do it shuts down ALL power to the board when you shut windows down. Power up takes an initial push of the power button to power up the board then a second one to turn the system on
 
Need to reboot and review some of my other settings in the bios, as I think I just confused EIST with something else

I have all of those set to 46. Doesnt matter if its ratio limit or Per Core it still is still downclocking the CPU when not under load. I just want the chip to run 4.6GHz all the time. If i turn off speedstep it seems i can no longer overclock?

To hold a solid 4.6 you most likely need to disable cpu c-states.

Did you set your Bios as I posted above?
I have HT Disabled as shown below and sometimes do enabled it when needed but you can test with the other settings as shown below.
My Clocks stay at about 4394.32 MHz with the below settings. You can also keep the Virtualization Technology Disabled if not used.
EIST and Turbo Mode have changed a little from the Old Speed Step Process.

Yes, The Power Option Setting under Windows 7 or 10 does need to be set to High Performance.
Also do not look at what Task Manger shows as it is way off, use Core Temp or AIDA64 Extreme to see the real Clock Speeds.
Anyone that is Overclocking their CPU under Windows should know that this a requirement if they want to Overclock now a days.

A Note about Turbo Boost 3.0 Keep it Disabled until you review how different it works from Turbo Boost 2.0.
I found it I is Not worth using at all for any single use or single Application use.

What about "CPU C states" Did you Disabled it? Yes or No
The Default is Enabled in the Bios.
 
Use F12 in the Bios with a USB Flash Driver(32Fat) and use Paint to change the .BMP file to a .JPG file type post it here.

Use the Below Settings,
Do not think about overclocking your X299 like an old X58 or any other Motherboard Past or Present or from any another manufacture.

At this point considering he said HWMon it reporting the down clocking he needs to look at the power states in windows

more like I want the turbo to be spun up and boost already there so i dont have to deal with the transient response/lag. ;P
 
Minimum Processor State in the windows power settings was set to 5%. Changed it to 100% and its fixed. Weird how much different things are between even x299 boards.
