rtx 3080 xc3 ultra clock stuck at 1755 mhz and memory 9501 at idle

let me start off by saying that I had to re-install the latest driver to fix it. Before that that I tried to reset any settings in the nvidia control panel back to default. i tried restarting my computer nothing worked. My power usage was 30% and idle temp. of 60c. Has anyone else encountered this and if you have been able to fix it with out re-installing a driver?

    Had the same thing, had to DDU in safe mode, and had to reinstall the latest driver.
