rtx 2080 ti black fan issue

hey guys, I have an issue with my gpu. When it reaches 81 degrees both my fans are set to run at 77% however one of them will go to 100% for a few seconds then back to normal again. I have uninstalled and reinstalled drivers with a clean profile. Same thing with precision x1, put everything back to default. I have tried different fan curves. Even tried it with msi afterburner and get the same issue.

    I had same behaviour on asus strix - on both profiles at 85C fans reached 40% or 70% RPM, but at 85-86C fans were kicking to 100% RPM. I guess it was overheating protection, I saw it on 2 cards (1st had this on 82C and also had annoying coil whine, so returned it) and ASUS said that its a critical temperature, but both times they said different values- 1st was "82", 2nd was "84". I think they confused critical temperature and temperature limit...
    But i don't know how this protection works, what temperatures it uses (gpu only or vrm or mem? or what?) and ASUS refused to explain this to me.

    Yeah it's like it won't let the GPU go past 81degrees and the fans kick in 100% , it never did that before! Having the card rma'd so will see with a new one how it goes!
