After a hour of failed BIOS updates with a USB 3.0 32GB stick I came across someones post mentioning E1-3 are initialization errors.
I then found tried a 2GB USB formatted to FAT32 with device allocation size set to smallest option, 32kb  (keep it basic for the BIOS)
BIOS version 1.04 renamed to EVGAE699.bin, copy to the empty 2GB FAT32 USB drive.
USB drive into motherboard BIOS USB drive and hold the flash BIOS button on I/O panel for 2 secoands and Wallah! One more time and omback to all 3 BIOS chips working.
I used 1.04 and it recovered very quickly

Hope this helps someone
