The great thing about Ryzen is that their chipset compatibility is great. I'm not extremely familiar with their chipsets but I think B450 is compatible with the 5000-series. If you swapped out your chip then you would probably get a nice performance/latency boost. Whether you need to depends on the games you play. If you're playing games at high resolutions and max settings, you may be GPU limited anyway, so changing your CPU would have no real impact on your FPS. If you're playing Esports titles at low resolution, you will definitely get a lot more FPS.

If gaming definitely go 5600X if wanting to upgrade, 3950x wouldn't be much of a gaming upgrade but a multicore upgrade so depends on workload whether it would be the better choice. Could just go all out and get a 5950x

Personally, I would wait a bit longer your 3600 isn't holding your 2080ti back much at all and you could save some $$$ buy waiting a year or so then going for the 5900x or 5950x.

For gaming upgrading to the 3950X would be a lateral move.  Single core about the same   The 5600X and most of the 5000 series would be a nice upgrade.  For the price of the 3950X, why not save a few dollars and upgrade to the 5800X?  This way...you get the single core improvement and upgrade to 8 cores and 16 threads.  Would be cheaper than 3950X and pretty available right now...you can purchase at MicroCenter, if near you...OR...AMD has them direct

Personally, since your MBD doesn't support PCIe4 but DOES have RBAR BIOS upgrade available I'd opt to wait and get a RX6700xt if you aren't willing to upgrade MBD for now.  If you don't mind getting a new MBD with PCIe4 support ( Which really the upgraded Ryzen 5xxx CPU needs that additional bandwidth to get max FPS you're wanting ), you can transfer your other components over, sell the 2080ti ( It'll be easy in this market right now ) and get a RTX30xx series (PCIe4 vs 2080ti PCIe3 ) card which will have RBAR support by late Mar. when you're able to find one if you don't want to go AMD GPU.

Make sure you update your board's BIOS first; with the old CPU in there. Then drop in a 5600 or 5800X.

    ^^^^^^^^^^

Your board will support PCIe 4.0 on the ports/lanes controlled by the CPU. Chipset controlled ports/lanes will still run on 3.0.

best option would be a 5800  , that would give you a little boost.
