Sorry to see your rig has seen some sort of issue and the PSU has failed.
 
Step 1 --> pull the MB and give a careful examination with bright lighting - look for Any signs of damage
Step 2 --> inspect case for sign of burn marks where MB shorted or a small electronic part smoked
 
 
What code do you see on the MB ?

thanks for the fast answers,
i had already done it had with a multipeter prooved the resistance of the power button, it is okay and should start. also i had prooved the nex 750 b power supply, the fan does not start, approved the new "old" power supply and take the mainboard from the tower to check it. also i take a look about any damage on the mb, but within it i cant take any serious damage on it, but it doestn start when the cpu cable is configured on it, the other power supply will not get on when it is configured on it, without will not start the other ps, also i had tried to bridge the other ps on it, to take a view about the situation with the mb. 
also i had checked the other ps on older mb and it run perfectly. i dont become any type of post code, because the mainboard does not start on the x99 mb. 
 
 
and if the mb is defect because the psu, how looks evga about it, because there is a warranty about 6 months on it over, will it replace it also ? when there is a damage about it cause the psu also from evga ?

seems that the replacement board is also not really working. I had the same issue yesterday again. Had build the mainboard into the tower and started it the first time only with cpu, cpu cooler and power-supply (without Memory, to check that the bios would drop an error about the missing memory and test the mainboard step by step). 
 
After power on the computer the same transistor as the last time burned down on the replacment board.... 
 
Could it be a production error? 
 
I've also tested the cpu on another board from another manufacturer, there is the cpu (i7 5820k) running excellent.

yes it is correct, at the current time i had used the replacement power supply that i had received from EVGA, also a NEX750B.
 

Something still must be wrong with the psu/psu cables. Get another replacement board and use a completely different psu.

okay. now i am very frustrated....
had become 2nd replacement. always the same problem. 
 
to verify that the mainboard work i had used, another cpu and another cooler, another power supply and without a case. 
third time the same problem, a transistor burned down.... 
 
have all replacment boards the same problem ?
