    Personally I cannot stand Netgear
Aside from that when logged into the netgear admin panel has there been a rate set for the WAN port? Some devices have it so that the internet rates are set.
Personally I use an Linksys LRT214 Gigabit VPN Router and Ubiquity Unifi AC access points for the wireless portion - but I am a little over the top on that stuff

Clarify between what your first post said and what I just posted above

Option 1: You hooked into the Motorola with your PC and was able to pull the full gigabit down speed with speed test but when hooked up with the Netgear between your PC and the Motorola you get the reduced speeds.

    or

Option2: You know your PC is connected to the Netgear at GB speed because windows reports that the connection is GB but you are only pulling the reduced speed via speed test from the Motorola --> Netgear --> PC.

    Option 1 or option 2?

Check for updated firmware for the netgear and update
Also check to make sure QOC is not turned on anywhere, as it will throttle some traffic and give priority to other types

Testing this while all devices are hard wired  with CAT5 or better ?

or is it the wireless speed thats the issue ?

If it’s wireless rhe only way to get more would be to use another router in bridge mode. Most WiFi cards are the bottleneck. Also it could be the area you are in since I think it shares bandwidth with others in the neighborhood.

I would be testing multiple devices at once and seeing if the 250mbps goes down. It could be splitting it between connected devices.

Connect directly to the modem with the PC, bypassing the router. Test the speeds again.

If you get 1gbps, log into the router and check to see if your WAN port is set to auto, 100 or 1000. Set it to 1000.
Check to see if the lan ports are also seeing 1000.

Next check your router’s specs, for awhile routers WAN ports would only get a max of 300mbps despite being gigabit ports.

But the first part of this is critical, if your modem isnt recieving the full signal we know where to start.

Looks like the WAN-LAN speed on that router can't keep up with stock settings: https://community.netgear.com/t5/General-WiFi-Routers-Non/WNDR3700v4-WAN-speeds-unable-to-surpass-230mbps/td-p/494600

Usually these routers end up being CPU limited by some function, QoS or Firewall being the usual suspects. You can try turning off those functions to see if it helps. Make sure the router FW is up to date.
Another option might be to install a third party firmware like DD-WRT or Tomato. The linux kernel has had a lot of improvements in the last few years involving support for NAT and Firewall hardware cut through on router platforms, and it's quite possible Netgear never updated their kernel on older devices like this. CTF and Fast NAT support might be all you need, or you might need a newer device if the 3700 just can't keep up.

850mb is pretty good and really could be your ISP rounding the 1024kb in 1mb down to 1000kb. Kind of like how a 1TB hard drive isn’t really 1TB but more like 920GB.

    NETGEAR R6700 Nighthawk

Did you check for updated firmware?

Just a few things I found with a search for - "netgear r6700 nighthawk speed limit"

"R7000 - Limiting Lan Speeds and I figured out why -- Its the Access Control Feature"

And this note - "Netgear advises disabling QoS when you have a Gb connection, probably because you don't need it."
That was from here (which was more of a discussion of WIFI speeds)

Scarface not sure if your router and the NH R7800 have the same firmware interface but you might find this interesting, came across it looking at some other stuff

Did you do the troubleshooting I suggested?

Also the router from the original post is not awesome, I have a lot of experience with it. Good for office use, not for media and gaming.

Do you have lots of drop cams and alexas around the house? These multicast devices kill the network. That netgear router may not have STP as an option but it should have a upnp option you can enable to help.
