curious if there is a setting in my BIOS that might be restricting the UP and Down speeds im supposed to be getting. I had 2 charter/spectrum guys come out and they couldn't get the upload speeds I should be. so I thought I would check here first. suppose to be 400ish down, and 20 up. im getting the upload speeds, Down is an average 90. my motherboard is an Asus TUF Z270 Mark 1

You can check here if Windows is limiting your internet speed > https://www.ghacks.net/2016/08/05/windows-10-limiting-internet-speed/

Even though the article was last updated 2 years ago, I just checked my Windows version 1903 and the Windows auto tuning function is still there.  Mine was set to "Normal".

This is an interesting read as well.  From the article linked above.  > https://www.duckware.com/blog/how-windows-is-killing-internet-download-speeds/index.html

I would also recommend trying different driver version's for your Ethernet connection from the product support page.

I would hazard a guess that because that board uses an Intel teaming function with it's 2 ports , that if you don't have their software installed properly for your board , it may wreak havoc on internet functions.?

Try installing the intel lan/ ethernet program right from Asus and retest.
