motherboard blinks but won't turn on

Been tryin to fix this for a while. Brand new PC. I'm thinking it's psu. I tried all suggestions besides rma. Please advise.

    Has it ever booted? 
     
    I assume that "I tried all suggestions besides rma" means that you unplugged and reconnected every single thing in the system and including power connectors and case leads and that everything is where it is supposed to be.  It could be the PSU and if you have a spare PSU you could try it.  It could also be the motherboard or the case front panel connectors depending on what the system does when you turn it on and press the power switch.
     
    However, if it is a new system and it is doing this, I would not hesitate to RMA.  It is the system builders responsibility to make sure the system functions as it should when it is delivered to you.  You have to question what else is wrong in the system that you haven't discovered yet.

    its a custom build and its me that bult it, this is not my first, ive done dozens. It seems its not the PSU though, the psu works in my other pc.

    solved, cpu needed to be re-seated.

    Congratulations, at least it was a reasonably easy fix. 
     
    When you said RMA, I thought you were talking about the entire system.

    this usually happens due to weak psu or some capacitor might have been burnt.
