Since updating to NVIDIA drivers higher than version 560.70, I have been facing the same issue: once the update is done, the GPU fans stop working. I can no longer get any fan speed information in the X1 software. When the card is stressed in a game and reaches the maximum temperature, it goes into safety mode, resulting in a black screen! If I downgrade back to version 560.70, everything returns to normal.

Hello! Good question.
 
I had to perform the Nvidia driver downgrade about ten times (using DDU, notably). Whether it was with or without X1 running, I couldn’t say. I’ll run another test in the next few days. I doubt that X1 is related to the problem encountered. When I use the control panel integrated with Nvidia, the fan speed information is just as inaccurate.

Known issues
---> if you update/ install Nvidia drivers with Any GPU, OC software running, make sure "start with PC" is unchecked & then turnOC software  off before changing drivers
 
--->>> Make sure Fast Boot is off in MB BIOS settings
 
---->>> turn Windows Fast Start Off, or at the very least "Clear the Widows last good start file"  (hold shift key down, select shut down, keeping shift down till all power is Off to PC)

I have the exact same issue as you, my card is a RTX 2080 XC GAMING (08G-P4-2182)
With the latest Nvidia driver update the fans are simply not working, card is overheating during game session and finish with a black screen.
 
All the software I tested than permit to view/control the fan speed are showing 0RPM speed and cannot be controlled (X1, MSI afterburner, GPU Z)
 
Downgrading to an older version of the driver fixes the issue, but I didn't pinpointed the problematic version (I just downgraded to the oldest version available on Nvidia website at the time it was 552.22)
 
I opened a bug report on Nvidia driver but it still didn't get an answer

I have just updated to the latest version of the NVIDIA drivers following your recommendations. As before, the card's fans are disabled.

I downgraded to 560.70, and it works perfectly for me, but it doesn't resolve the issue with the updated drivers.
