I wish EVGA team test out EVGA XR1 PRO ON IOS VERSION I THINK IT CAN WORK I JUST WISH U GUYS CAN tested it out on iPads iPhones?

Do not buy. The product barely works for people on supported systems, EVGA has abandoned software support and rarely replies to people's questions about getting the product to work properly.
Find another option with ongoing development and support. 

Start by looking at the required software ---> https://obsproject.com/download --> there is a download for iOS systems
 
(excerpt from link above) "The macOS release of OBS Studio supports macOS 11.0 and newer."


 XR1 Pro Capture Card manual

 "OBS is a free and open source software solution for video recording and live streaming and is recommended by EVGA to utilize the EVGA XR1 PRO Capture Card."
 
"OBS doesn’t capture any video by default, you will need to enable your EVGA XR1 PRO Capture Card by adding it as a source. Either click on the + or right click inside the box labeled “Sources” and then add device and select your EVGA XR1 PRO Capture Card."

Also you would need to check that your hardware has the required (2) USB ports that can power the X1 Pro, 3.5mm Audio jack & HDMI

I have no idea how you plan on connecting the required cables to a tablet or phone
