After receiving the EVGA GeForce RTX 3080 FTW3 ULTRA GAMING card, I installed the x1 program. After running the program, it asked me to update the gpu bios, which I did.When I restarted the computer, I saw that the RGB light was not on and two fans were working and the third fan was not working.Even though I went back to the previous bios version, RGB and the third fan did not work.In the Precision x1 program, the graphics card appears to have 2 fans and the RGB button appears to be deactivated.Even though I tried everything, including the bios version written on the card, the problem is still not resolved.My gpu was working very well before installing the program.The bat file sent from the technical service did not work. When I run the file, it does not load, the cmd screen remains fixed.

You’ll need to rma. Take this as a lesson not to update/fix things if they aren’t broken.

Does the third fan turn on when you start to play games or are you just noticing the fan is off when you are in windows? 
 
It is also good to see what happens when you flip the switch by the power cables from normal to oc. This might get the fan to start up as it does the more aggressive fan mode profile for extra cooling.

Third fan never works.In the prrecision x1 program, 2 fans appear, but the 3rd fan does not appear.I tried the gpu in both overclock mode and normal mode, it does not work in modes such as third fan and rgb light.
 

It sounds like the MCU firmware got messed up by the update Precision X1 tried to install.  The only way I know to fix it is to RMA the card or install a file provided by EVGA (which seems sometimes to not work).

The program sent by evga did not work, it gets stuck on the cmd screen.It will be very difficult to get from Turkey to the USA.
MCU actually did not cause any errors during installation.

This has been a recurring problem since the launch of EVGA 3000 series cards.  It was happening within the first month and has continued to happen randomly.  It seems to be that something in the MCU programming gets messed up, no error message usually happens, and it is random whether or not people find a solution.

It's ridiculous that I have to suffer for this stupid mistake. I've been waiting for an RMA ticket for 2 days and they still haven't received it. I will send it from Turkey to the USA, but it will be very problematic.
