Watch youtube Framechasers last video. I have experienced same thing I have 3090ti FTW 3 Ultra max oc 2175, mem artifacts at +800 my sons 3090ti FTW 3 Black, which is $200 cheaper, runs 2255 and +1300 on ram stable. We play the same games, same systems same 1200w power supplies. I was under the impression the FTW3 Ultra were higher bins but apparently its a very common occurrence.

yeah i mean they're both GA102 the ftw3 ultra just has a higher factory oc applied and that's what it's tested for
 
they're not going to make any guarantees that you can oc card a or b higher than the other. you want binned for highest performance, kingpin. even then the max core and mem oc varies between kingpins

The reason is the FTW is out of the box overclocked and considered stable at the marketed overclock. If the FTW is unable to handle the factory overclocked specs it has that would be reason enough for an RMA to be issued. The Black is marketed as slower and never tested with an overclock. Someone might get lucky and find a Black that overclocks really well while remaining stable but that is never a guarantee, and the RMA would only be issued if the card is not stable at its base clock speeds. It is typical that the FTW will go beyond the factory overclock and normally be the better option for higher overclocks.

I am sure professional golfers, race car drivers or tennis stars can tell the difference between equipment that they are using.

User overclocks aren't (usually) guaranteed. Cards that are factory OC are guaranteed at that rate, but typically that is as far as it goes.

As long as the card performs at the rated specs, there's nothing 'wrong' with it. The FTW3 cards are 'better' cards right out of the box, but at the advertised specs only. Once you start pushing the numbers, on any card, you will be limited by the 'silicon lottery'. It's not uncommon at all to have two identical cards, and have completely different OC performance on them, because one card was blessed by the silicon gods, and one wasn't.

You can set whatever ya want as an overclock though the card will downclock due to power,voltage and temp.

What's the clocks like on ea card during benches and games?

I can clock my 3090 ftw3 ultra to 2205mhz for kicks but as soon as I bench its kicked down to 1830mhz dew to power limit that starts at 420watts at 100% load.
