I know all of us are frustrated by the lack of video cards. I have been waiting for over a year (9/17/20 & 9/19/20) But when I see miners showing they scored 40 Evga RTX 3080's (albeit it was 4 months ago) I get a little irritated. EVGA could probably just stop selling to their partners and still we would wait a year.. or two... or three... by the time the 6080 series was out we could get our 3080's. My head explodes, I feel much better now.

If you stayed in the "KR" product sku queue, you're probably never getting a card. EVGA sent an email to everyone regarding the sku change and gave you the option to move over the "KL" series. Nvidia themselves are no longer making any full hash rate GPUs for anything but the RTX 3090 and if Nvidia isn't making them, EVGA can't get them. Also if you chose a "XC" or "Black" version of a card you're likely not getting one any time soon either as EVGA themselves said they encourage people to opt for the FTW3 and XC Ultra models that were in better supply.

Nvidia is still making the 3080FE cards non LHR so clearly they're producing those boards still. Assuming it is a physical limiter. 
 
Step up is a great way to get a 3080, I had stepped up my 3060 from about 6 months ago and just shipped it back today. Not bad at all!

NVIDIA may still have the 3080 FE in their SKU list.  However, actually buying one, other than eBay ("Lightly Used" - $2,200.), is another matter.

Oh for sure, I never said they were available lol. Just interesting that they're still making them non limited. I'd love to know if it's actually "hardware" or if it's just something software related that's just well hidden.

Their second iteration is both firmware and hardware.  
 
I don't believe that NVIDIA is actively producing non-LHR 3080 FEs.  It may just be on the books, like several SKUs of AIBs that aren't active anymore.

I had a number of 3060's in the que just to increase my chances. I deleted them all after the que change as EVGA said to only have two.
I figured if I tried the step-up route, I wouldn't be able to step up due to the lack of availability. I am glad to hear at least some people are able to do this.
If we don't get a card by the time the 4080's are out I wonder if they would put us in the beginning of the que for that card instead... One can always dream!

Firstly those are all XC "gaming" or "black" models and they said they would be in short supply or virtually not at all and recommended people to opt for the FTW3 Ultra and XC Ultra models since they were more regularly being made. Then on top of that, you still have a KR sku in your notifies. 
 
As far as I'm aware, they didn't just leave anyone in the KR queues and you had to manually opt to stay in that queue. Regardless though as it may be because I'm sure they just aren't making the low end entry levels cards at this point anyway. 
 
And no, they will not be putting those that didn't get a 30 series cards in the front of any hypothetical 40 series card queue should your notifies still not be sent in that time.

It is true, they did not migrate my original KR request.
 
However, how do I change my model request without being sent to the back of the line?
I will assume that I will be placed at the back of the line of whatever I change my card to which is about the same as waiting in a line for a product that no longer exists...

There is no changing, the queues are closed. You are in 2 dead end lines.
