On one tech news site, they said the cards are being sold to miners in Vietnam.  Someone checked the serial numbers and said they were the stolen cards.
 
The only English language version I can find is wccftech unfortunately.  There is a translation there.

Nice catch, but good luck to EVGA with trying seek restitution from a card that wound up in Russia.
