Extended warranties never transfer. 3 years is the Maximum length of time a warranty will transfer. It will never match your extended warranty.



 
No, I believe you may have been misinformed. Here's the information on the Step-up program page:- 
 
CONDITIONS TO QUALIFY FOR STEP-UP:If you should happen to miss your 14-day registration window on your qualifying 3 Year Warranty product, then you will need to purchase an extended warranty within 90 days of your original purchase date to enable the Step-Up option.
Your Extended Warranty and Advanced RMA (EAR) purchases now transfer to your new Step-Up product.
 
You might also wish to note that 1095 days = 3 x 365. So, for the remaining days to be correct, the purchase date would have had to have been today. This was clearly not the case.
 
It also appears the information shown on the my product page is incorrect or inconsistent. If the extended warranty was transferred, then the "days left" on the new product should be less than the 1817 shown on the my product page.

Actually, you're both correct (if you add a little context).
 
It's true that Extended Warranties transfer from the previous product to your Step-Up product.  No question there.  However, the Warranty Check page isn't going to check your warranty status; instead, it's going to check the warranty status of the product from the perspective of a second-hand owner, to whom an Extended Warranty will not transfer.
 
In this way, the page is working as intended.

My RMA motherboard is not giving any warranty info, it just says, ""We are unable to determine the warranty for the Serial Number. Please contact Customer Service for help." ..except when I use the contact page and hit submit, nothing happens.

I would hate to be EBAY since based on the above EBAY would be guilty of aiding the sale of stolen GPUs.  Perhaps EBAY should prohibit the sale of EVGA GPUs indefinitely in order to avoid legal liability for aiding in the sale of potentially stolen property as well as profiting off of the sale of stolen property which is also likely illegal as well.
