So, just to double check all the troubleshooting I have done thanks to the information on this site, I'm pretty sure my 3080 ti is the cause of my issues. I am having screen flashing and most time it just plain ol looses signal. At first I thought it was my monitor but I confirmed it's not by switching to integrated graphics and swapping the GPU for a 3060 ti I have in a different build. It's so random. Sometimes it works, but recently it's been throwing a hissy fit. In the beginning I assumed it was driver related because it stopped doing it but it's been spotty the entire time. So just to cover my steps, I have tried multiple different cables on both hdmi and DP. It seems to work better with HDMI, but will not show me BIOS half the time. I pretty much get no signal until I move my mouse after it's been booted for a while. Really strange. On DP, I get screen flashing and like I said earlier, it just looses signal randomly. Sometimes I retry after 15 minutes and restarts, shutting everything off and removing cables and it's hit or miss. I've tried different drivers, flashing, everything... nothing fixes it. Well, this sucks. I do have a support ticket open so hopefully I will hear back from someone because I cannot start an RMA until I get a support ticket number. Probably should have sent it back sooner but I never really started troubleshooting because it just recently got really bad to where I had no choice but to find the source.

Sounds like it might be an issue with the card ?  While you wait try the Nvidia update in link above & look at GPU-Z so you know what card is doing
 
What do you see in GPU-Z While running a benchmark ?   Sensor tab - look @ Watts, Temps & PerfCap Reason (performance limiter)
 
 
List your PC Hardware specs ... especially size & age of your PSU
 
(maybe add a few spaces now & again - the wall of text is a challenge to read)

Please describe “flashes.” Is the whole screen flashing or are there flashes of bands that appear to be what looks like static? I ask because I recently started experience flashing horizontal bands on random parts of the screen with my 3080 Ti, and the display has cut out a couple of times for a second. I’m using DP and I’m suspicious of my cable since it’s years old and it’s been through the ringer by disconnecting/reconnecting it to multiple GPUs many times, so I ordered a new cable to test with. I know you said you’ve tried different cables, but I’m more or less trying to gauge if what your experiencing is similar to what I’ve been experiencing and if maybe it’s my 3080 Ti instead of a bad cable.

you want a DP cable that is Certified (they Do Not have to be expensive cables)  ... the generic DP cables out there can cause all sorts of issues

I've been using Zeskit brand HDMI cables for my home theater setup, and they are certified. Given that I've had zero issues with them, I ordered a Zeskit VESA certified DP cable. $20 for a 6.5 ft length on Amazon, if anyone's interested.

My system was fine until i went windows 11 and the new Nvidia driver.
Also have a support ticket open, so please update if you get an update.

Did the Nvidia update
Updated firmware to latest.
Not the cables, I've tried many like I said in the first post.

Everything seems normal, it just has issues sending signals to the monitor. Again, I've done all the above mentioned. Not the monitor because I've tried integrated graphics and a separate GPU, my 3060 ti.

So something's going on with the GPU and its just worth going through the rma process at this point. I've tried it all. Worth a shot to ask here though. Thanks all.

So I got home, redid the cabling, and had 1 screen flicker. I went into NVIDIA settings and noticed it was on YCbCr422 with a limited dynamic range. My monitor will do 144hz. However, I prefer the 120hz RGB 10bit option. At 144hz it pushed 8 bits. I notice the difference in the daily work, but obviously not in gaming. Movies do look a little better too. Anyways, I reverted back to "default color scheme" and have not had a flicker yet. It recently started going haywire after updating to the newest driver, so I reverted back to 472.12. I was also experiencing crashing in RDR2 with it. TBH, the last thing I want to do is go through an RMA especially to have it kicked back. I am trying everything here to avoid it. I don't understand why resolution tab was changed but right now I have it in 144hz default color setting. I am going to try and keep it there and hopefully it doesn't flicker.

What are the odds this can be driver related above all else? Assuming even with a clean install something is still wrong from updating to 496.13. Should I uninstall the drivers in safe mode then reinstall (472.12, not 496.13)?

Will do. Hopefully it's driver related. This is what we get for wanting control over our shader caches for the past 10 years...
