I tried all those and nothing. This is sad. Went through one at a time when eventually hitting all of the settings at the same time. I even tried 3733 just in-case 3600 was for some reason glitched.
 
Looks like I'm waiting for a BIOS update though I'm not very hopeful it will help.

What happens if you use only 2 matching sticks in slot 2 and 4?
There are issues with using different kits (even of the same models). Same happened to me, where I ordered 2 sets of 2 DIMM for a previous build. One set was Samsung, the other was Micron, same part numbers.

I read that Mobo traces might effect, like when have 4 DIMM Slots each set might behave differently with respect to the maximum clock that slot can achieve. But I think this is also on the new IMC that Intel downgraded on the Rocket Lake CPUs. 3733 should be okay. But 3866 and 4000 are hard, latter is unicorn level rare on a binned B-Die.
